Revision of Constitution only will not bring democracy – Dr. Shaheed

08 November 2007
Report: Ayya

Ex Foreign Minister Dr. Ahmed Shaheed has said that by only completing revision of the constitution would not bring democracy to the country.
Speaking to Velidhoo News Dr. Shaheed said the promise made by President Maumoon to establish democracy in the country does not mean revising the constitution only and that to believe it so, would be a mistake. Dr. Shaheed said that President Maumoon needs to implement seven measures to establish a full democracy.

In this regard Dr. Shaheed noted that after the ongoing constitutional reform, independent institutions need to be set up prior to elections of 2008. The free and independent institutions include an independent judiciary, an independent election commissioner, and independent police integrity commission and independent anti corruption board. He noted the failure to establish such free and independent institutions would mean failure to implement true democracy.

“President Maumoon’s promise to bring democracy to the country does not only mean revising the constitution, to believe so would be a mistake, the revision of the constitution would not bring democracy, democracy can be established in the country by establishing a free and independent judiciary, free and independent election commission, an independent police integrity commission, an independent anti corruption board ; in our recent proposal to President Maumoon we have detailed the measures that need to be implemented immediately without taking corrective measures for those areas outlined in our proposal, democracy cannot be established” said Dr. Shaheed.

Dr. Shaheed who has praised the hard work of the main opposition, Maldivian Democratic Party, MDP was the Chief Government Spokesperson before taking on the high profile job of the Foreign Minister.

Dr. Ahmed Shaheed who is advocate of democracy is still a member of the ruling Dhivehi Rahyithunge Party DRP.
