First draft to the Charter of Rights and Freedom read in Majlis

The draft of the first chapter of the revised constitution titled “Maldivian Charter of Rights and Freedoms “was read out at the 177 sitting of peoples Special Majlis held yesterday night. This was the first time since the Majlis was constituted 3 years ago that a substantial work has been submitted to Majlis for its consideration.

The chair of the Drafting Committee of the People’s Majlis, Male’ Member Ibrahim Ismail made a short statement after the chapter was heard by the Majlis, giving an overview of the efforts made by the Drafting Committee to produce the chapter.

At the beginning of the session, Speaker Qasim Ibrahim made a statement to the Majlis, outlining the administrative procedure that will be followed in considering the draft chapter of the revised constitution. In explaining the procedure, Speaker informed the Majlis that some amendments proposed by some members were unacceptable as these were not submitted in accordance with the Rules of Procedures.

A number of points of order were raised when the Speaker made the statement on the submission of revisions by some members.

Opinion remained divided among those members who raised points of order, some supporting the ruling by the speaker while others strongly disagreeing with it.

The controversy arose when some members submitted amendments to the chapter without the signature of a supporting member contrary to 25 Article of Rules of Procedure.

Yesterday nights sitting attended by 93 members was chaired by Speaker of the Special Majlis Qasim Ibrahim.
